The Water Production and Distribution Plant is located at 1000 Vine St. and can be reached at (785)628-7380. The Water Plant takes very aggressive steps to assure its customers very safe and high quality water meeting or exceeding all State and Federal regulations by running water analysis every two hours, 24 hours a day, seven days a week. Hays is provided with water by the city's system of underground wells. The 31 wells are located in three different well fields including Smoky Hill River, Dakota, and Big Creek City wells. Additionally there are six KDHE remediation wells bringing the total number of wells to 37. The average day use is 89 gallons per person. The City has 128 miles of water distribution mains. Additionally, this branch is responsible for the maintenance of water lines, installation of meters, and meter reading. Water Production and Distribution is a branch of the Utilities Department.

Wastewater Treatment and Collections is a branch of the Utilities Department. The Wastewater Treatment Plant located on East Highway 40 By-pass, (785)628-7360, operates the City's wastewater treatment facilities meeting or exceeding all State and Federal regulations. The plant treats approximately 1.8 million gallons of wastewater a day. The City of Hays Wastewater Treatment Plant is a Tertiary Treatment facility and is listed as a Class V plant by the State of Kansas. Additionally, the Utilities Department performs sanitary sewer line maintenance on 111 miles of sewer lines and equipment repairs at the Wastewater Treatment Facility .
