The City of Hays is preparing to embark on a long journey to develop a new Comprehensive Plan for the City and the surrounding jurisdiction area. The Comprehensive Plan is a tool used by staff, the Planning Commission, the Governing Body, and citizens to aid in helping to "see the future" when planning new developments, planning for new infrastructure, preparing future budgets and goes hand-in-hand with the Capital Improvement Projects Plan.
The Comprehensive Plan ensures that the needs of the growing community will be addressed, and that appropriate guidance is provided for future decision-making on issues such as land use, growth management, community design, natural resources and the environment, historic preservation, regional coordination, housing and neighborhoods, transportation, infrastructure and services, and economic issues.
The process will entail the assistance of a private consultant who, over the period of 12 -24 months and through extensive and highly collaborative public involvement, will develop a new Comprehensive Plan for Hays. The goal of City staff as we work through this process is to involve the citizens of Hays as much as possible and include input from a wide variety of resources that have a wide diversity of ideas, thoughts, and opinions.
Input, comments, or questions are welcome and encouraged as we go through the development of the Comprehensive Plan throughout the next several months. Input can be sent directly to this website or directed to City staff, and further instructions and details will be posted as the development process takes place.
It is our hope that we meet the end goal of having a new Comprehensive Plan that will meet the needs of Hays and the surrounding area for years to come.
